Saudi Arabia's General Authority of Civil Aviation confirmed that a drone strike hit King Fahd International Airport in Dammam on Wednesday, killing one airport worker and wounding eight others, with the Houthi movement claiming responsibility, according to Al Jazeera and Reuters. Separately, debris from a drone attack on the Shaybah oilfield complex in the Empty Quarter killed two contract workers, according to Saudi Aramco, which said that oil production was not affected. The United States ordered non-essential embassy staff and their families to leave Saudi Arabia, the United Arab Emirates, Jordan, Qatar and Bahrain, citing the heightened security environment, with the State Department issuing updated travel advisories for all five countries. A Houthi ballistic missile struck a military camp near Aden airport in southern Yemen, and Iranian Foreign Minister Abbas Araghchi said that Tehran is 'open to diplomacy' but that the Strait of Hormuz will remain closed until Washington meets Iran's conditions, while explosions were reported at the port of Sirik on the Iranian coast, with neither side claiming or denying responsibility.

US special envoy Steve Witkoff held a three hour meeting with President Vladimir Putin in St Petersburg on Wednesday, after which Russia released Stephen Hubbard, a 72 year old American teacher who had been detained since April 2022, as what officials described as a goodwill gesture, according to Reuters and the BBC. Mr Putin said he is 'in principle ready' for negotiations on the Ukraine conflict, and officials said that potential trilateral talks between the United States, Russia and Ukraine could take place in Abu Dhabi in mid-November, with the UAE offering to host. President Macron made a surprise visit to Riyadh on Wednesday for talks with Crown Prince Mohammed bin Salman on the Gulf security situation and French defence cooperation, arriving unannounced and meeting for about two hours, according to AFP, with the Elysee Palace saying that France 'stands with its partners in the Gulf at this critical moment'. The visit came as France also deals with ongoing protests at home, with Mr Lecornu holding talks with political parties on Thursday.

Kalshi Prime Allows Borrowing Against Bitcoin and Ether at BitGo, Dogecoin Labs Launches With MyDoge DogeOS and Such App, Aerodrome and Velodrome Merge Into Aero, Fearless Wallet Breach Exposes 17,286 DOT and Tesla and Meta Report After Hours

Kalshi Prime, the institutional arm of the prediction market platform, announced that it now allows qualifying clients to borrow against Bitcoin and Ether holdings custodied at BitGo, in what it described as a first for the prediction market sector, according to The Block. The service uses overcollateralised loans with liquidation thresholds tied to real time price feeds, and Kalshi said that it aims to attract high net worth and institutional users who want to trade event contracts without selling their crypto holdings. The launch comes as Utah's lawsuit against Kalshi and two Susquehanna firms continues through the courts.

Dogecoin Labs, a new development entity backed by the MyDoge wallet team, launched on Wednesday with three products: MyDoge, a mobile wallet with over 1.5 million downloads, DogeOS, a developer toolkit for building on Dogecoin, and Such App, a social tipping application, according to CoinDesk. The entity said it aims to bring utility beyond meme trading to the Dogecoin network and has hired seven full time developers, with plans to introduce smart contract functionality through a partnership with a layer two provider that it did not name. Separately, Bitwise confirmed that Thursday 22nd October is the cash payout date for its Dogecoin ETF (BWOW), which is being liquidated.

⚖️ REGULATORY & POLICY

OCC Finalises GENIUS Act Stablecoin Rules Dropping Yield Restrictions With an Effective Date of 18th January 2027, the UK FCA Launches a DeFi Compliance Consultation, France Proposes MiCA Platform Responsibility for DeFi and the US Government Intercepts $833 Million in Crypto Scam Funds

The Office of the Comptroller of the Currency finalised its rules implementing the GENIUS Act's stablecoin provisions on Wednesday, dropping the earlier proposed restrictions on stablecoin issuers paying yield to holders, which the industry had widely criticised, and setting an effective date of 18th January 2027, according to The Block. The final rules establish capital and reserve requirements for federally chartered stablecoin issuers, require monthly reserve attestations by independent auditors and set redemption timeframes of no more than two business days, while allowing issuers to invest reserves in Treasury bills, reverse repurchase agreements and other low risk instruments. The decision to drop yield restrictions was welcomed by Circle, Paxos and the Blockchain Association, which had argued that prohibiting yield would put US issuers at a competitive disadvantage.

The UK Financial Conduct Authority launched a public consultation on how decentralised finance protocols should comply with existing financial regulations, seeking views on whether DeFi platforms that facilitate lending, borrowing and trading should register under the UK's financial services framework, according to the FCA. The consultation runs until 22nd January 2027 and asks whether smart contract developers and governance token holders should bear regulatory obligations, and whether existing exemptions for technology providers are sufficient. The FCA said it recognises that 'the decentralised nature of these protocols presents novel regulatory challenges' but that 'consumers using DeFi products deserve the same protections as those using traditional financial services'.

France's financial markets regulator, the AMF, proposed that MiCA's concept of platform responsibility should extend to DeFi front ends, arguing that any website or application that provides an interface for users to interact with a decentralised protocol is acting as a crypto asset service provider and should be regulated accordingly, according to CoinDesk. The proposal, which will be submitted to the European Securities and Markets Authority, goes further than the current MiCA text and has drawn criticism from DeFi developers who say it would effectively ban decentralised front ends in France.

The US Department of Justice and the Secret Service said they intercepted $833 million in cryptocurrency linked to investment fraud and romance scams over the past year and seized 503 websites used to facilitate the schemes, according to Reuters. The operation, called Operation Crypto Guard, involved coordination with 14 countries and targeted so-called pig butchering scams, in which victims are groomed over weeks or months before being persuaded to invest in fraudulent platforms, with the agencies saying that the average victim lost about $170,000.

📦 COMMODITIES

🪙 Gold: Trading approx $4,090-$4,100/oz

Gold is trading around $4,093 an ounce on Thursday, down about 1.1 percent from Wednesday's close, extending its decline for a fifth straight session, according to Trading Economics. The metal has been pressured by expectations that central banks will keep rates higher for longer, with the Bank of England almost fully priced for a November rise and the Reserve Bank of Australia considering a fifth increase this year, and gold has now fallen about 6.5 percent from its recent high near $4,380. Rising oil prices have offset some safe haven demand, and the metal remains about 27 percent below its record of $5,608.35 set in January 2026.

🛢️ Brent Crude: approx $110.80-$111/bbl (WTI approx $98.60/bbl)

Brent crude is trading around $110.80 to $111 a barrel on Thursday, up about 1.8 percent, with WTI at about $98.60, according to Trading Economics, after the drone attacks on King Fahd Airport and the Shaybah oilfield raised fresh supply concerns and the US ordered non-essential embassy staff out of five Gulf and Levant countries. The attacks came as at least 18 vessels have been attacked in the Strait of Hormuz over the past two weeks and as tensions remain elevated across the Gulf region. Brent is more than 10 percent higher over the month.

🟠 Copper: approx $6.50-$6.52/lb

Copper is trading around $6.52 a pound on Thursday, down about 0.9 percent, hovering near one month lows and about 3 percent lower over the month, although still about 32 percent higher over the year, according to Trading Economics. Markets continue to watch whether Washington will drop its proposed tariffs on refined copper imports before the midterm elections, while labour disruptions at Chilean mines and strong demand from data centres and battery storage remain supportive.

⚪ Silver: approx $56.30-$56.40/oz

Silver is trading at about $56.38 an ounce on Thursday, down about 1.8 percent, according to spot pricing data, extending its decline alongside gold as expectations of higher for longer interest rates weigh on precious metals. The metal is about 15 percent lower over the month although about 18 percent higher over the year and remains far below its record of $121.64 set in January 2026.

🪙 Platinum: Trading approx $1,590-$1,595/oz

Platinum is trading at about $1,594 an ounce on Thursday, down about 0.8 percent, according to spot pricing data, and about 10 percent lower over the month as expectations of higher for longer interest rates weigh on a metal that pays no yield. The World Platinum Investment Council expects total demand to fall 18 percent this year, with higher operating costs and power grid instability in South Africa constraining supply.

📝 MARKET NARRATIVE & ANALYSIS

Thursday 22nd October 2026 arrives with the Gulf security situation deteriorating after drone attacks on Saudi Arabia's King Fahd Airport and Shaybah oilfield prompted the United States to order non-essential embassy staff out of five countries, a move that underscores how the Iran conflict continues to escalate even as diplomatic channels remain open. The contrast between the attacks and Iran's statement that it is 'open to diplomacy' reflects the pattern of the past 237 days, in which military escalation and diplomatic signalling have proceeded in parallel. The Witkoff-Putin meeting in St Petersburg offered a rare positive signal on the Ukraine front, with the release of Stephen Hubbard and Putin's statement that he is 'in principle ready' for negotiations adding to hopes for trilateral talks in Abu Dhabi, although the gap between signalling and substance remains wide. Markets are digesting a strong earnings season, with Tesla's $28.05 billion revenue beat and Meta's $64.6 billion quarter adding to the momentum from SpaceX's first profit and Super Micro's raised outlook, but the after hours moves, Tesla down 3 percent and Meta up 2 percent, show that investors are discriminating between beats that confirm the growth story and those that raise questions about sustainability. Bitcoin's climb above $84,000 on $528.41 million of ETF inflows suggests that institutional demand is returning after a mid-October pause, and the OCC's decision to finalise GENIUS Act stablecoin rules without yield restrictions removes a significant headwind for the stablecoin sector. Tonight's results from Barclays, Lockheed Martin, Comcast and Blackstone, Friday's flash PMIs and Brazil's presidential runoff on Saturday, followed by the Fed's meeting on 27th-28th October, Israel's election on 27th October and the UK Budget on 28th October, will test whether the earnings-driven rally can hold against the geopolitical backdrop.

💸 STABLECOINS, TOKENISATION & REGULATORY FRAMEWORKS

Shinhan Card and SBI Holdings announced a pilot programme to test yen denominated stablecoin payments for cross-border transactions between South Korea and Japan, with the pilot using SBI's JCOIN stablecoin on a private permissioned blockchain and targeting remittances and trade settlements, according to CoinDesk. The programme is expected to process its first test transactions in December 2026, subject to regulatory approval from both countries' financial authorities, and the companies said the cost savings compared with traditional correspondent banking could reach 80 percent for small and medium sized transactions.

Bank Negara Malaysia, the central bank, launched the SSDS+ platform for tokenised bond issuance, allowing domestic issuers to issue, settle and manage government and corporate bonds on a distributed ledger, according to The Block. The platform uses a permissioned network operated by the central bank and three domestic banks, and its first issuance, a 500 million ringgit government bond, settled in under four minutes compared with the usual two day cycle. The central bank said the platform is part of its broader financial market modernisation programme and will be extended to corporate issuers in the first quarter of 2027.

MoonPay and Dunamu, the operator of South Korea's largest exchange Upbit, announced a partnership to enable stablecoin powered payments for Korean merchants, according to The Block, with the service allowing consumers to pay in USDC through Upbit's wallet and merchants to receive settlement in Korean won within one business day. The service is expected to launch in January 2027, subject to regulatory approval under South Korea's Digital Asset Basic Act.

JPYC, the Japanese yen stablecoin issuer, partnered with SBJ Bank and LINE NEXT to enable direct bank top-ups for JPYC wallets, allowing users to fund their stablecoin wallets directly from bank accounts without going through a crypto exchange, according to CoinDesk. The service uses Japan's open banking infrastructure and is the first stablecoin top-up to receive approval under the revised Payment Services Act.

PHP2Shell Vulnerability Forces Government Websites Offline in Several Countries, Meta AI's Muse Agent Reaches 10 Million Sign-Ups and Meta Raises Capital Expenditure to $135 Billion to $145 Billion

A critical vulnerability in PHP, dubbed PHP2Shell by security researchers, has forced government websites offline in several countries after attackers exploited the flaw to gain remote code execution on servers running unpatched versions of PHP 8.1 through 8.3, according to Bleeping Computer and the US Cybersecurity and Infrastructure Security Agency. The vulnerability, tracked as CVE-2026-48721, allows attackers to bypass authentication and execute arbitrary commands, and CISA issued an emergency directive requiring all federal agencies to patch or take affected systems offline within 48 hours. Government websites in Italy, Brazil and the Philippines were among those taken offline as a precaution, and security firm CrowdStrike said it had identified at least 12 threat groups actively exploiting the flaw, with the majority of attacks targeting web applications built on older PHP frameworks.

Meta Platforms disclosed in its third quarter earnings that its Muse AI agent, launched in August, has reached more than 10 million sign-ups, making it one of the fastest growing AI consumer products, according to Meta's earnings call. The company raised its full year capital expenditure guidance to $135 billion to $145 billion, up from the previous range of $120 billion to $130 billion, reflecting higher spending on AI infrastructure including custom chips and data centre construction. Chief executive Mark Zuckerberg said that 'We are in a generational investment cycle for AI and the companies that invest now will define the next decade', while the company also announced a new class of non-voting shares to allow Mr Zuckerberg to sell stock while maintaining control.

🌍 GLOBAL MONETARY POLICY & MACROECONOMICS

In the United States, attention turns to Thursday's weekly jobless claims, leading indicators and the Kansas City Fed manufacturing survey, ahead of the Federal Reserve's meeting on 27th-28th October, with Kalshi still showing about an 87 percent probability of no change and a rise in December priced at about 78 percent, according to CappNotes. The federal funds rate stands at 3.75 percent to 4.00 percent after September's quarter point rise, and the strong earnings season, with Tesla, Meta, SpaceX and Super Micro all beating estimates, has reinforced the view that the economy remains resilient enough to absorb tighter policy. US futures pointed lower on Thursday morning, with S&P 500 futures down about 0.4 percent and Nasdaq futures down about 0.7 percent, as investors weighed Tesla's after hours decline against Meta's gains.

In the euro area, the gap between French and German ten year yields remained near about 154 basis points on Thursday, close to its widest since the 2012 debt crisis, as presidential elections in April and May next year approach, with Marine Le Pen leading the polls and protests continuing across French cities. The ECB's next decision is on 29th October, with a Reuters poll expecting a hold and a rise in December. German producer prices rose 6.7 percent year on year in September, the fastest since March 2023, adding to inflation concerns.

In the United Kingdom, markets are looking ahead to the Autumn Budget on 28th October after Wednesday's inflation data showed annual CPI at 3.5 percent in September, above the 3.4 percent forecast, with services inflation at 3.7 percent and motor fuel inflation at 29.8 percent as petrol reached 169.5 pence a litre. A 25 basis point Bank of England rise on 5th November is almost fully priced, and government borrowing from April to September was six billion pounds above the Office for Budget Responsibility's March forecast.

In Asia Pacific, Reserve Bank of Australia Deputy Governor Andrew Hauser's warning that the inflation outlook 'looks worse than the RBA had forecast' has put a fifth rise of 2026 in play at the 3rd November meeting, with Goldman Sachs now expecting a 25 basis point rise to 4.85 percent, and Australian third quarter CPI is due on 28th October. In Japan, Bank of Japan Deputy Governor Ryozo Himino said that 'upside risks to prices are high', markets virtually rule out a move on 30th October and a Reuters poll found that 69 percent of economists expect a December rise to 1.50 percent.

🔴 ELEVATED RISKS: Technology, Geopolitical & Macro

·       Gulf Security Deterioration Raises Energy and Evacuation Risks: Drone attacks on King Fahd Airport and Shaybah oilfield, the US order for non-essential embassy staff to leave five countries, a Houthi missile strike near Aden airport, at least 18 ships attacked in the Strait of Hormuz over two weeks, and explosions at Iran's Sirik port show that the conflict is expanding geographically and that civilian infrastructure is increasingly targeted, with Brent near $111.

·       Earnings Selectivity and AI Spending Sustainability: Tesla's 3 percent after hours fall despite a revenue beat, Meta's $9.9 billion legal charge and raised capex of $135 billion to $145 billion, Netflix's weak fourth quarter outlook, AT&T's subscriber miss and Ken Griffin's warning that AI is 'almost certainly in a bubble' show that investors are questioning whether current spending levels can generate adequate returns.

·       Inflation, Rate Expectations and Bond Stress: UK inflation at 3.5 percent with services at 3.7 percent, a November Bank of England rise almost fully priced, German producer prices up 6.7 percent, the French-German yield gap near 154 basis points, the RBA considering a fifth rise and the Bank of Japan seeing high upside inflation risks show that tighter policy and political stress continue to converge.

·       Cybersecurity and Operational Risks: The PHP2Shell vulnerability forcing government websites offline in several countries, the Fearless wallet breach exposing 17,286 DOT, Bitwise's Dogecoin ETF liquidation and ongoing exchange inflow data for XRP show that operational, security and structural risks remain material across both traditional and digital asset markets.

🟢 POSITIVE DEVELOPMENTS: Institutional & Regulatory

·       Strong ETF Inflows and Bitcoin Above $84,000: US spot Bitcoin ETFs drew $528.41 million on Wednesday, with five funds recording inflows, and Bitcoin's climb above $84,000 and its 20 day moving average suggest that institutional demand is returning after the mid-October pause.

·       Regulatory Clarity on Stablecoins and DeFi: The OCC's decision to finalise GENIUS Act rules without yield restrictions, the UK FCA's DeFi consultation and Japan's approval of the first direct bank-to-stablecoin top-up show that regulators in the US, UK and Asia are building frameworks rather than blocking innovation.

·       Earnings Season Remains Broadly Strong: Wall Street's three day rally, SpaceX's first quarterly profit, Super Micro's raised outlook, Tesla's revenue beat at $28.05 billion and Meta's 26 percent revenue growth to $64.6 billion show that corporate fundamentals remain supportive, even as individual stock reactions are mixed.

·       Diplomatic Progress on Ukraine: Witkoff's three hour meeting with Putin, the release of Stephen Hubbard, Putin's statement that he is 'in principle ready' for negotiations and the prospect of trilateral talks in Abu Dhabi in mid-November represent the most tangible progress on the Ukraine front in months.

PHP2Shell Vulnerability Forces Government Websites Offline as Cybersecurity Agencies Issue Emergency Patches

A critical vulnerability in PHP versions 8.1 through 8.3, dubbed PHP2Shell by security researchers and tracked as CVE-2026-48721, has forced government websites offline in Italy, Brazil and the Philippines after attackers exploited the flaw to gain remote code execution on unpatched servers, according to Bleeping Computer and CISA. The US Cybersecurity and Infrastructure Security Agency issued an emergency directive requiring all federal agencies to patch or take affected systems offline within 48 hours, and CrowdStrike identified at least 12 threat groups actively exploiting the vulnerability, with the majority of attacks targeting web applications built on older PHP frameworks. North Korea's Kim Yo-jong Says Border Fortification Continues and Loudspeaker Systems Remain Ready

Kim Yo-jong, the influential sister of North Korean leader Kim Jong-un, said that the fortification of the border with South Korea is continuing and that loudspeaker broadcast systems along the demilitarised zone 'remain in a state of full readiness', according to KCNA, as cited by Yonhap and Reuters. The statement came after South Korea's Joint Chiefs of Staff said that North Korean troops had been observed reinforcing defensive positions near the military demarcation line, and as satellite imagery showed new construction at several sites along the border. The loudspeaker systems, which North Korea has previously described as 'an act of war', were installed by South Korea as a response to North Korean provocations in 2025.
